The Indian government is set to launch a new toy production scheme shortly, aimed at strengthening domestic manufacturing and creating job opportunities across the toy industry. This announcement was made by Commerce & Industry Minister Piyush Goyal at the Toy Biz International B2B Expo held in New Delhi on July 4–7, 2025
1. 🎁 What’s the Scheme About?
- This is not a traditional PLI (Production Linked Incentive) model. Instead, it will focus on enhancing design capabilities, improving quality control, strengthening packaging, and building Indian toy brands
- The scheme aims to boost production and increase employment, not just promote exports
2. 🚂 Building on Current Momentum
- India has shifted from import dependency to domestic manufacturing, now exporting toys to 153 countries
- The earlier Quality Control Order (QCO) helped bring manufacturing up to global standards
3. 🏗️ Scheme Will Include Cluster Development
- Following the National Action Plan for Toys introduced in Budget 2025, the scheme will build specialised toy manufacturing clusters, promote skill development, and foster a full manufacturing ecosystem
4. 🛠️ Support for MSMEs and Startups
- The scheme will benefit MSMEs and innovative startups — many of which have already received Mudra loans under an extended Pradhan Mantri Mudra Yojana business-standard
- Focus will be on branding, packaging, and product design, empowering them to compete globally
5. 🔮 Why This Matters
- It supports “Vocal for Local” by reducing import dependence and boosting manufacturing
- Aims to generate employment and help India become a global toy hub.
- Complements earlier PLI studies and custom-designed incentive models
