OpenAI has fundamentally restructured its enterprise offering with the introduction of pay-as-you-go Codex seats for ChatGPT Business and Enterprise teams. This new “usage-based” tier allows organizations to provide developers with full access to the Codex platform without the burden of a fixed monthly subscription fee.
Alongside this, OpenAI has slashed the price of standard ChatGPT Business seats by 20%, bringing the annual cost down to $20 per user, per month.
1. The New “Codex-Only” Seat
This new seat type is designed for technical teams that primarily need AI for coding but don’t require the full ChatGPT interface for general tasks.
- No Fixed Cost: There is $0 monthly fee per seat.
- Usage-Based Billing: Teams are billed strictly based on token consumption. Expenses are deducted from “Workspace Credits” purchased by the admin.
- No Rate Limits: Unlike standard seats, these pay-as-you-go seats have no fixed message caps, allowing usage to scale dynamically with the team’s needs.
- Access Control: Users on Codex-only seats cannot access the main ChatGPT workspace; they are limited to Codex on the web, CLI, SDK, and IDE extensions.
2. Pricing & Incentive Program
To encourage rapid adoption, OpenAI has launched a limited-time “Migration Credit” program.

- Standard Seats: Best for project managers, marketers, and lead devs who need the full ChatGPT suite (Deep Research, Sora, Canvas).
- Codex Seats: Best for specialized engineers or temporary contractors who only need a high-performance coding assistant.
- Minimum Requirements: A ChatGPT Business workspace still requires a minimum of 2 standard seats to remain active, but there is no minimum for Codex-only seats.
4. Technical Edge: GPT-5.3 & GPT-5.4
The new Codex seats provide immediate access to the latest frontier models optimized for programming:
- GPT-5.4-mini: Used for routine tasks to extend credit life by up to 3.3x compared to larger models.
- GPT-5.3-Codex-Spark: A specialized “research preview” model available for Pro and Enterprise users that offers extremely low latency for real-time autocomplete.
5. Strategic Context: The “Cursor & Copilot” Challenge
By removing the “per-seat” barrier, OpenAI is taking a direct shot at competitors like GitHub Copilot and Cursor, which primarily rely on fixed monthly licensing.
