Apple delayed Siri AI in EU due to Digital Market Act

Following its highly anticipated WWDC 2026 keynote, Apple officially announced that its completely overhauled Siri AI platform will be indefinitely delayed on iPhones and iPads across the European Union.

When iOS 27 and iPadOS 27 ship later this year, users and developers residing in the EU will be entirely cut off from the upgraded virtual assistant ecosystem. Apple has blamed the freeze squarely on the European Commission’s strict antitrust enforcement under the Digital Markets Act (DMA).

The Core Conflict: Deep System Control vs. Open Ecosystems

At the center of the gridlock is a fundamental architectural dispute regarding user privacy, device security, and fair market competition.

1. Apple’s Core Argument

Siri AI relies on an intricate combination of on-device processing and “Private Cloud Compute” to perform complex, contextual tasks—such as reading user messages, sorting through photos, and executing actions across various apps.

Apple claims that under the EU’s “extreme interpretation” of the DMA, if Apple gives Siri access to this private data, it is legally required to hand over the exact same system-level access to any rival AI assistant.

2. The Alleged Security Loophole

Craig Federighi, Apple’s Senior VP of Software Engineering, and the broader corporate team argue that this mandate forces an unsafe open-door policy. Apple warns that granting third-party virtual assistants the autonomous power to read messages, access files, or make purchases without ongoing user visibility creates a massive playground for data theft, hijacking, and malware.

The Rejected Compromise: “Trusted System Agent”

The delay is not for a lack of trying; Apple spent months in back-room negotiations presenting security frameworks to satisfy EU regulators.

  • The Proposal: Apple designed an intermediary security layer called the “Trusted System Agent”. This system was engineered to function as a safe bridge, allowing third-party virtual assistants to tap into the same core capabilities as Siri AI without compromising the root security of the OS.
  • The Timeline: Apple requested an 18-month phased rollout window to gradually implement and stress-test these protections.
  • The Refusal: The European Commission rejected Apple’s proposals and the timeline entirely, leading to the current indefinite freeze.

What European Users Will Miss

Because of the local operating system blockade, iPhone and iPad users in the EU will miss out on the marquee features of the iOS 27 generation:

  • The Standalone Siri AI App: The dedicated interface designed to let users revisit, organize, and track continuous AI conversations.
  • Visual Intelligence Experiences: Real-time visual searches and contextual awareness integrated natively through the Camera app’s “Siri Mode”.
  • Systemwide Writing Tools: Integrated proofreading, tone-shifting, and smart text alteration features embedded directly within the core operating system.
  • Developer Blackout: EU-based software developers are completely blocked from testing or integrating these new Siri AI capabilities into their apps during the iOS 27 and watchOS 27 beta cycles. (Siri AI on the Apple Watch is dependent on a paired iPhone running the model, rendering it offline in the EU as well).

The Loophole: Mac and Vision Pro Are Exempt

Interestingly, the DMA block does not apply uniformly across Apple’s entire product hardware catalog.

Because the EU legally classifies mobile operating systems as primary gatekeeper platforms subject to strict interoperability rules, iPhones are heavily restricted. However, since computers and headsets do not carry the same regulatory classification, EU users will still be able to fully use the new Siri AI on their Macs and Vision Pro headsets.

With Craig Federighi noting that Apple currently has no timeline for a fix on mobile, European iPhone owners are left in limbo while Apple and Brussels continue their high-stakes regulatory game of chicken.
