Uber receives 5‑year licence from Karnataka Govt

Karnataka State Transport Authority (KSTA) officially granted a five-year renewal of Uber’s transport aggregator licence.

The move provides much-needed regulatory certainty for the ride-hailing giant in one of its most critical Indian markets, following years of legal tussles and “coercive action” stay orders.


Key Details of the Licence

The renewal is technically retrospective, covering the period of uncertainty when Uber was operating under court protection.

Resolution of a 4-Year Standoff

Uber’s original licence had expired in December 2021. The state government had initially refused to renew it, citing:

  • Non-compliance: Failure to follow specific 2016 rules, such as installing physical panic buttons (Uber argued its in-app SOS was superior).
  • Late Application: The department claimed Uber failed to apply for renewal 60 days before the expiry date.
  • Pricing Disputes: Ongoing disagreements over government-fixed fare caps vs. surge pricing.

For the last four years, Uber continued to operate only because the Karnataka High Court restrained the government from taking “coercive action” while the two parties negotiated.


New Safety & Tech Obligations

To secure this 5-year permit, Uber has committed to several local integrations and safety standards:

  1. Police Integration: As of 2025, Uber’s in-app SOS button is directly integrated with the Bengaluru Police control room for real-time emergency response.
  2. Metro Integration: The app now supports Metro ticketing for Bengaluru (BMRCL), allowing users to book end-to-end commutes.
  3. Control Room Requirement: Uber must maintain a physical control room in Bengaluru capable of monitoring its fleet 24/7.
  4. Driver Verification: Mandatory police verification for all drivers on the platform must be updated and shared with the Transport Department.

What About Ola and Rapido?

While Uber has secured its 5-year deal, industry watchers are looking to see if Ola (whose licence expired in June 2021) and Rapido will receive similar renewals. Currently, Uber is the only major player with a fully formalized and renewed aggregator permit for both cabs and autos in the state.
